# What Is RailCert?

RailCert is Railnology's built-in certification program builder and crew certification tracker. It is designed to help short line railroads meet their federal obligations under 49 CFR Parts 240, 242, and 243 — the FRA regulations governing the qualification and certification of locomotive engineers, conductors, and all safety-related railroad employees.

Every railroad operating under FRA jurisdiction is required to have a written certification program on file with the FRA before commencing operations. RailCert eliminates the manual process by providing a guided, section-by-section program builder pre-structured around FRA requirements, with built-in submission tracking and crew enrollment management.

* **Part 240** — Locomotive Engineer Certification Program builder
* **Part 242** — Conductor Certification Program builder
* **Part 243** — Safety-Related Employee Training Program builder
* Crew certification enrollment and milestone tracking for all program types

### Where to Find It

Navigate to RegIntel and select the **Certification Programs** tab under the Training & Analytics tab group.

### Who Can Use It

Org Admin, Train Master, and Compliance roles can create and manage certification programs and enroll crew members. All other roles can view certification status.
